Gang Network Expanded Through Student Visas
A secret intelligence report by the Canada Border Services Agency (CBSA) has revealed that the Lawrence Bishnoi gang systematically misused Canada’s student visa and work permit programmes to expand its criminal network.
Titled “The Bishnoi Gang: An Emerging Threat in Canada,” the report was circulated among immigration officials in December 2025 as a strategic guide. Its purpose was to help officials deal with the gang’s growing activities targeting South Asian communities in Canada.
Goldy Brar, a close associate of Lawrence Bishnoi, entered Canada in 2017 on a student visa in the name of a university in British Columbia and established a North American network from there. Taking advantage of Canada’s lax visa rules, the gang targeted Indian students and work permit holders who were financially vulnerable. Apart from high-profile murders, extortion threats and shooting incidents became the Bishnoi gang’s main criminal activities in Canada.
Goldy Brar was identified as a recruitment strategist. The report identifies Goldy Brar, a close associate of jailed gangster Lawrence Bishnoi, as the mastermind behind this strategy.
According to the report, between 2019 and 2023, cases involving serious and organised crimes were registered against thousands of Indian nationals living in Canada on study permits.
